Donglai (東萊) was a commandery of Qing Province on the north-eastern Shandong Peninsula, in what is now the Yantai–Weihai region. Liu Yao was from Mou County (牟平) in Donglai. He rose to become Governor of Yang Province and contended with Yuan Shu and Sun Ce in the lower Yangtze before being driven south.
