The Shu Code (蜀科) was the legal code compiled for Shu Han in the early years of the state. Zhuge Liang and several senior officials, including Fa Zheng, Liu Ba, Li Yan, and Yi Ji, participated in its drafting. The code drew on Han law but adapted it to the needs of Liu Bei’s regime, providing a single reference for laws and punishments.
Purpose and effect
The code was intended to make law clear and punishments predictable, supporting stable administration and military discipline. It is often cited in connection with Zhuge Liang’s governance and with the idea that Shu was well ordered under the law. Liu Ba and Yi Ji are both associated with the code in the historical sources.
