Qi County (祁縣) in Taiyuan Commandery, in what later sources call Bing Province, lay in central Shanxi south of the Taiyuan basin. Wen Hui was born there. He served under the late Han and then under Cao Cao and the Wei emperors, gaining a reputation for upright administration and being appointed Inspector of Liang Province before his death.
