Xiapi (下邳) was one of the key cities of Xu Province. In 198–199 it became the focal point of the campaign in which Cao Cao and Liu Bei besieged Lu Bu.
After flood tactics and defections weakened the defence, Xiapi fell and Lu Bu was captured and executed. The city’s fall marked a major turning point in the consolidation of Cao Cao’s power.
